you know why germany, france and japan didn't look around for HS tech, instead developing their own? becoz it was a new technology, they're the pioneer, nobody else had the tech for them to look around. If there is no HS train today, and China want to have one, I'm sure China won't look around too and has to develop it by herself. If you want to acquire new tech that nobody else have, then you have to develop it yourself. But if there is the tech outside, and if you can have access to it, why reinvent the wheel?
The germany, france, and japan in their early industrial stage, borrowed, bought and stole tech from much advanced peers in their time too. The same with the Americans, and South Korea. To keep others from copying their methods, they promote the so called Intellectual Property. Like they paid the Chinese for all past inventions that gave them technologies to conquer much of the world in the colonial times.
What really matter for China is to have the knowledge. The rest can complain whatever they want, in the end they still come to China to do business, what did that tell you?
